 My answer : (no change possible using less)  

 

Reason : I thought verb "eager"'s comparative degree is eagerer. and according to English

dictionary, It's eagerer. And according to electronic dictionary, It can be both more ~, and ~ er.

 

In Answer Key's answer : ( I'm less eager to go to the circus than the children are. ) 

 

That's why This question is strange.
